Why do the criminals and the victims always meet in the office on L&O?! Seriously, this does not happen in real life.

It is never wise to question anything about L&O. It happens there because IT CAN.

“Suspension of disbelief” applies to a 17-year-old girl with no criminal ties obtaining a fully-loaded semi-automatic pistol, walking into a police precinct building with the gun undetected and concealed, and firing 5-10 perfect-aim shots across a room to a number of victims directly into their center chests (including those in a jail cell that sits in the middle of an office room). 

Anyone who works in law enforcement must have been guffawing at that.
